<p style="text-align:justify;">On the claim that the country is going through financial difficulties the President of Maldives Mr Mohamed Nasheed and his Finance Minister Hashim, three months ago reduced the salaries of the Maldives Civil Servants. They made a public pledge stating that when the three month period is over the salaries will be re-installed to the initial amount. In addition to that the Finance Minister also stated and the President promised in many of his addresses to the nation that when they formulate the budget and if it indicates that the government’s next year’s earning is to reach seven billion then they will reinstate the salaries immediately.<span id="more-2853"></span></p>
<p style="text-align:justify;">
<p style="text-align:justify;">When the budget for this year was announced about a month ago the income of the government predicted is above the seven billion mark. Furthermore the three month period of reduction the government stated ended at the end of December. Therefore the entire basis for holding back part of the salaries of Civil Servants no longer exists. The Civil Service Commission has since informed all the CS employees that from January the employees will be be given their original salaries.</p>
<p style="text-align:justify;">
<p style="text-align:justify;">Civil Servants voted the MDP and Nasheed to power voting in their majorities unhappy with what they got paid. Since the new government came to power; things went from bad to worse when the regime started  making hundreds of employees redundant and suspending a lot of others without any prior notice.</p>
<p style="text-align:justify;">
<p style="text-align:justify;">The majority of the Civil Service employees that got sacked and suspended claimed that they are targeted because they are perceived by the regime as non-supporters of the MDP and President Nasheed. The government of MDP and President Nasheed always accuse of the Maldives Civil Service having too much staff saying that most of the employees are rewarded those jobs by the former government. The MDP and President Nasheed faces serious problems in their rule as many Maldivian look down on the politically appointed Councillors of President Nasheed that are appointed as heads in the 202 inhabited  islands of Maldives; accusing the government of employing uneducated, often convicted criminals.</p>
<p style="text-align:justify;">
<p style="text-align:justify;">Since the new government of MDP came to power, the first step taken by the Finance Ministry was to take control of the civil servants, salaries and reasserting power over the budget of even the smallest estbalishments that are functioning, even those in the outreaching islands. Unless the Ministry releases the money needed to pay the salaries there is no way the Civil Service Commission can reinstate the salaries.</p>
<p style="text-align:justify;">
<p style="text-align:justify;">The Civil Service Commission, on multiple times has called on the MDP government and President Nasheed to have mercy on the people and to honour their pledge, but today the government through an official statement made by the Finance Minister announced that they will not reinstate the salaries. In addition to that they also stated that they are going to ask the Parliament to intervene and help to solve the problem, and until a resolution is reached with the involvement of the Parliament they will not reinstate the salaries. However the Parliament is in recession for the next three months and will not be conveyed until mid March.</p>
<p style="text-align:justify;">
<p style="text-align:justify;">The Parliament members who decided to raise their own salaries about a year ago to a whopping 60 thousand Rufiyaa per month refused to reduce their salaries and voted against it. Similarly the President has been making almost daily political appointments while the Civil Servants everywhere are struggling to survive. High inflation rate has disabled communities and people are unable to pay their bills, particularly their utility bills after the government of MDP and President Nasheed formed a utility company and started charging people in some cases, more than double the amount they were paying under the previous government, persecuting those who cannot pay with power cuts. Similarly the Political appointees, the highest numbers appointed by any President of Maldives still receives the humongous salaries they used to.</p>
<p style="text-align:justify;">
<p style="text-align:justify;">Civil Service Employee Association has repeatedly asked the government to look at what is happening to the people and their communities. Islands and communities deprived of infra structure, are struggling with poverty and deprivation. CSE association; an NGO formed by some senior Civil Servants claim that the Civil Servants who were struggling with what they got are made to suffer extensively and unnecessarily by the new government and has conned them to get their votes.</p>
<p style="text-align:justify;">
<p style="text-align:justify;">The Finance Ministry statement today claimed that the best way to reduce government deficit is by continuing with the reduction of the civil servants salaries and redundancies. However; many of the disaffected people around the country is calling the government to take the one measure that they refuse to. The people keep plying repeatedly calling the President to stop his continued political appointments of family members, friends and party activists and also at the same time they want him to let go of dome of the existing ones. The people are particularly unhappy and feel targeted by claiming that there are hundreds of unnecessary honorary positions created by President Nasheed and the appointees are given salaries in foreign currencies mounting to millions. Those people some of them the President’s friends from England like David Hardingham located in Salisbury in England named as Councillor for Salisbury, does not even have to report for work. There are many others like him receiving ten times higher salaries than those working in the Civil Service. Despite of the people demanding the President and the MDP regime to explain why such people are employed and getting paid millions, the President has failed to provide any explanation.</p>
<p style="text-align:justify;">
<p style="text-align:justify;">Meanwhile the people are expressing on social websites claiming that the anger within the civil servants will spill out and they will not let go of this. This time they claim their protests and demonstration will have dire consequences for the regime, claiming to have the power to topple the regime within days.</p>

<p>A NUMBER of scholars are of the view that prayer was made obligatory to Muslims in the first instance as night worship. This is confirmed in the opening verses of Surah 71, which may be translated as follows: “You enfolded one! Stand in prayer at night, all but a small part of it, half of it, or a little less, or add to it. Recite the Qur’an calmly and distinctly. We shall bestow on you a weighty message.” (73: 1-5) This order was relaxed a year later after the Prophet (peace be upon him) and his companions went through an exacting task that required them to spend several hours each night in prayer. It was then made obligatory twice a day, one in the morning and one at night, each consisting of two rak’ahs. Muslims used to offer these prayers in secret, and no call was made out to them to attend prayers. In year 10 of the start of Islamic revelations, when the Prophet took his night journey from Makkah to Jerusalem and then ascended to heaven, prayer was made obligatory five times a day.<span id="more-2831"></span></p>
<p>Three years later, when the Prophet immigrated to Madinah where the Muslim community had a settled, solid base and established their state, the need was felt for some form of announcement to call people to come and attend the congregational prayers. The Prophet consulted his companions on the matter and different views were expressed. A Hadith narrated by Abdullah ibn Umar gives a short version of this consultation. He says: “When Muslims settled in Madinah they were on the watch out for prayer times. No call was made for them to gather. They discussed the matter one day. Some of them suggested to have a bell like the one used by Christians, while others suggested a horn like that used by the Jews. Umar said: ‘How about choosing a man to make call when prayers are due.’ The Prophet asked Bilal to make the call.” (Related by Al-Bukhari).</p>
<p>Other Hadiths give more details of the discussion and the suggestions made. Apparently, the first suggestion was to raise a banner, but this seemed unpractical, because it could not be seen at night. Moreover, people needed to look out for it. Another suggestion was to lit up a fire, but the Prophet said that such was the form used by Magians. He did not like the idea of copying their practice. He made the same objection when a horn was suggested, because he did not feel it proper to imitate the Jews when a large Jewish community was living in Madinah. However, he did not object when a bell, like that used by Christians, was suggested. In fact, he ordered that a bell be made. It was then that Umar made his suggestion for a vocal call to prayer. The Prophet liked the idea and told Bilal to make the call. He went out and shouted that prayer was due.</p>
<p>Abdullah ibn Zayd reports: “I went home that night thinking hard about the matter, particularly because the Prophet was not very happy with the outcome. When I went to bed, I was still not fast asleep when I saw in a dream a man carrying a bell. I asked him whether he was willing to sell me the bell. He said: ‘What do you need it for?’ I said: ‘We will use it to call people to come to prayer.’ He said: ‘Shall I point out to you something better than this?’ When I asked him what was that, he taught me the words of the athan (i.e. the Islamic call to prayer).” These are: “God is supreme (4 times). I bear witness that there is no deity other than God (twice). I bear witness that Muhammad is God’s messenger (twice). Come to prayer (twice). Come to what ensures success (twice). God is supreme (twice). There is no deity other than God.”</p>
<p>In the morning, Abdullah ibn Zayd went to the Prophet and mentioned what he saw in his dream. It was revealed to the Prophet that the call should be verbal. Therefore, he told Abdullah that his dream was true. He further said to him: “Go out with Bilal and teach him these words to make the call. His is a melodious voice.” Bilal made the call. When Umar heard him, he came hurriedly to the Prophet and said: “By Him who sent you with the message of the truth, I saw the same dream.”</td>

<p style="text-align:justify;">Apart from them Umar Naseer, leader of IDP, Mohamed Nasheed, MP for Kulhudhuffushi south and Dr. Ahmed Shaheed, Minister of Foreign Affairs was also nominated. Umar Naseer received 564 votes, Mohamed Nasheed received 336 votes and Ahmed Shaheed received 40 votes.</p>

			<content:encoded><![CDATA[<p style="text-align:justify;">Dhivehi Qawmee Party (DQP) in its rare criticism to President Mohamed Nasheed’s comments over budget administering has said that he has no authority to spend the budget against the parliament approval. The party said that a clause added to the constitution on budget that it should not be spent against the parliament seal is because the government has misused the public funds unconstitutionally.<span id="more-2847"></span></p>
<p style="text-align:justify;">
<p style="text-align:justify;">Meanwhile the Attorney-General has said that the government does not have legality to spend all the money budgeted, and it is estimation with a maximum ceiling to government and economy expenditures from public funds.</p>
<p style="text-align:justify;">
<p style="text-align:justify;">He said that although the budget is not legally document and the figures are for certain codes.</p>
<p style="text-align:justify;">
<p style="text-align:justify;">The party in a late TV shows last night, Dr. Ahmed Jameel said that the comments president made regarding his style of spending on budget is dictatorial and that the president or the Finance Ministry do not have legal authority to use the budget against the parliament approval.</p>

			<content:encoded><![CDATA[<p style="text-align:justify;">The first two verses in this passage instruct Prophet Muhammad (peace be upon him) to declare to those who deny his message that he is determined to go his own way. Let them choose their way. In the end, everything will be settled by God Almighty. “Say: My people! Do all that may be in your power, and I will do what I can. You shall come to know who will be visited with humiliating suffering and who shall be smitten by long-lasting suffering.” Do what you can, the way you wish. I am going my way entertaining no desire to change or deviate even slightly from it, free from worry or anxiety. You will come to know who will suffer humiliation in this life and everlasting punishment in the life to come.<span id="more-2829"></span></p>
<p style="text-align:justify;">
<p style="text-align:justify;">Once this simple truth testified by both human nature and the universe at large has been presented, confirming that God is the Creator of the heavens and earth, and that the message advocated by prophets and their followers comes from Him, who in the whole universe can affect anything? Who can protect others from harm or withhold mercy from them? Since no one has any power to do so, what would they fear, and what would they hope for?</p>
<p style="text-align:justify;">
<p style="text-align:justify;">Such is the reality of the situation between God’s messengers and all earthly forces opposing them. The question then is what is their message, and how should they react toward those who deny them?</p>
<p style="text-align:justify;">
<p style="text-align:justify;">“We have bestowed on you this book from on high, setting out the truth for mankind.” The truth is the nature of this book: it is clear in the law it sets out and in its system: it is on the basis of this truth that the universe is sustained; the truth that links the code of human life outlined in this book to the system of the universe. This truth has now been bestowed on mankind giving them guidance on how to live by its provisions. You, Prophet, are only the means to deliver it to them. It is up to them to choose what they wish for and how to deal with it. Each one of them can choose either guidance or error, and each will define his or her own fate. No responsibility attaches to you for what they choose: “Whoever follows its guidance does so for his own good, and whoever goes astray shall do so at his own peril. You are not responsible for them.”</p>
<p style="text-align:justify;">
<p style="text-align:justify;">It is God who has power over them. They are in His hands when they are asleep or awake, or indeed in all situations and conditions. He determines what to do with them: “God takes away people’s souls upon their death, and the souls of the living during their sleep. He keeps with Him the souls of those whose death He has ordained and sends back the others until their appointed time.” God gathers the souls of those who die, and He also takes away people’s souls when they are asleep, even though they are not dead. During sleep, these souls are temporarily removed. If the term of some is over, God will retain their souls and they cannot wake up. Those whose term of life continues will have their souls returned and they will wake up. Thus, people’s souls are in God’s hands whether they are asleep or awake: “In all this there are signs for people who reflect.”</p>
<p style="text-align:justify;">
<p style="text-align:justify;">Such being the case, with the Prophet having no responsibility for others, it is up to each of them individually: If they follow divine guidance, they benefit themselves; and if they choose error, they bear the responsibility for their choice. They will have to face the reckoning, for they will not be left unaccountable. What hope, then, do they have for salvation? “Have they chosen others besides God to intercede for them? Say: Why, even though they have no power over anything and no understanding? Say: All intercession belongs to God alone. His alone is the dominion over the heavens and the earth; and to Him you will all in the end return.” The question here is sarcastic, referring to their claims that they worship the statues of angels in order that these bring them closer to God. They are asked: “Why, even though they have no power over anything and no understanding?” The question is followed by an emphatic statement that all intercession belongs to God: It is He who permits whomever He wishes to intercede. Do they think that attributing partners to God is the way to achieve intercession?</p>
<p style="text-align:justify;">
<p style="text-align:justify;">“His alone is the dominion over the heavens and the earth.” No one can defy His will in His kingdom, where all dominion belongs to Him alone. “And to Him you will all in the end return.” There is no escape, simple.</p>

			<content:encoded><![CDATA[<p style="text-align:justify;">Opposition DRP has said that implementing the budget other than as it is adopted by the parliament is unconstitutional, in a press release issued by the Party.</p>

<p style="text-align:justify;">Citing the relevant articles from the Constitution, DRP said that the President’s remark in his radio address is dictatorial and irresponsible and said the Finance Minister would have to implement the budget as it is adopted.<span id="more-2839"></span></p>
<p style="text-align:justify;">
<p style="text-align:justify;">The press release also said that the Party is concerned as government has changed funds from one code to another, and in some cases spend more than the amount budgeted for that code during 2009. Press release also said that it had led to add a clause which said that the government should not do so in implementing 2010 budget.</p>
<p style="text-align:justify;">
<p style="text-align:justify;">The press release also alleged that the President is repeatedly breaking the laws, after gaining political capital from repeated attacks on the previous government for being “above the law”.</p>

<p style="text-align:justify;">The press release also said that the President’s current statements are a testimony to his inability to live with a modern democratic system with separation of powers.</p>
