Implementing the budget other than as it is unconstitutional – DRP

Opposition DRP has said that implementing the budget other than as it is adopted by the parliament is unconstitutional, in a press release issued by the Party.

Citing the relevant articles from the Constitution, DRP said that the President’s remark in his radio address is dictatorial and irresponsible and said the Finance Minister would have to implement the budget as it is adopted.

The press release also said that the Party is concerned as government has changed funds from one code to another, and in some cases spend more than the amount budgeted for that code during 2009. Press release also said that it had led to add a clause which said that the government should not do so in implementing 2010 budget.

The press release also alleged that the President is repeatedly breaking the laws, after gaining political capital from repeated attacks on the previous government for being “above the law”.

The press release also said that the President’s current statements are a testimony to his inability to live with a modern democratic system with separation of powers.
